For the forward tilting passenger seat near the emergency exit, the pins to secure the seat do not have sufficient strength, and/or the tilt prevention fittings do not have sufficient depth due to poor installation, and/or the metal fittings do not have sufficient strength. As a result, when a passenger leans on the seat at sudden braking, the hinges may come off or the fittings may be distorted, and in the worst case, the seat could fall forward.

Correction: 
The seat near the emergency exit should be checked, and if it does not have the tilt prevention fittings, the fittings should be installed. Also, for the vehicles with the fittings, the fittings should be replaced with the factory approved replacement units. In addition, if the seat is designed to work with the emergency door, the door around the fittings should be checked, and if the door is deformed or corroded, it should be repaired or replaced with a new one.
