The engine revs may stay low because the performance of the fuel pump is incompatible with the engine. If the vehicle continues to be driven in such a condition, in the worst case, the flywheel or the clutch cover could be damaged causing the vehicle to stall.

Correction: 
The fuel pump should be replaced with the factory approved replacement unit, and the flywheel should be replaced with a new one.
